После убийства Трухильо в 1961 году Эббс был назначен консулом в Японию, но вскоре вернулся к любимой деятельности, став советником по безопасности гаитянского диктатора Дювалье (по прозвищу Папа Док). В 1962 году он принял участие в заговоре против Дювалье, организованном зятем диктатора. По одним свидетельствам Эббс был убит (его якобы взорвали в собственном доме), по другим – впоследствии его видели живым.
