Как отметила Сьюзан Уоткинс, со времен Делосского союза претендующий на лидерство в федерации субъект должен обладать «не менее чем третью демографических, экономических и военных ресурсов» всей федерации. На Германию приходится около 17 % населения ЕС и ВВП, тогда как по военной мощи страна существенно уступает Франции и Великобритании.

Макмаон пытается доказать, что тот, кто вступает в войну неправедно, не обладает теми же правами ведения войны, что и тот, кто вступает в нее праведно.
